Here's the properties window for the Setup Project: I've seen some people saying I should go to Microsoft SDK -> ClickOnce Bootstrapper -> Packages and place the correct packages in their correct folders, which I believe I had done.
For some reason no matter what I do, I cannot get it to recognize the packages I've manually downloaded and added to all sorts of locations on my PC. I've been trying to create an offline installer for my WPF project using Microsoft Visual Studio Installer addon for VS 2022.
